미국에서 ‘반 트럼프의 날’ 국제연대시위 열려

촛불 뉴스 13회 방송을 시작하겠습니다.

지난 11월 3일 금요일과 4일 토요일 이틀에 걸쳐 뉴욕, 시카고, 워싱턴DC, 로스앤젤레스에서 ‘반 트럼프의 날’ 국제연대시위가 있었습니다.

이번 국제연대시위는 한국의 트럼프 방한을 반대•저지하는 <NO 트럼프 공동행동>측의 제안요청에 따라 한, 미, 일 시민사회단체들이 국제연대 차원에서 개최한 시위로 미국의 4개 도시에서 진행되었습니다.

<공동행동>측의 제안과 합의에 따라 국제연대 시위의 공동요구사항은
1) 전쟁광, 무기강매 트럼프 반대
2) 대북 적대정책 철회 그리고
3) 동아시아 평화 위협하는 사드 철수 등 이었습니다.

뉴욕에서는 11월 3일 금요일 저녁 6시 맨해튼 코리아타운에서 열렸습니다. 미국 현지 평화단체의 참가자들이 동포 참가자들의 세 배인 60명가량이었는데요. 상당수 현지인들의 한반도 상황 및 트럼프 정책에 대한 우려를 공유하고 있음을 시사합니다.

이날 시위에서는 미국 5개 도시의 <공동성명문>을 낭독하고 국내에서 초안 작성하여 완성한 <한·미·일 시민사회 공동선언문>을 우리말과 영어로 각각 낭독하는 순서를 가졌습니다.

시위에 참여한 주한미군으로 파병되어 근무하였다는 20대 후반의 미국인 활동가는, 2002년 미군 장갑차에 의해 희생당한 ‘미선이 효순이’ 사건을 안다며 미군으로서 용서를 구하고 해외주둔 미군의 문제점들을 지적하며 해외주둔 미군 철수를 강하게 주장했습니다.

또한 해외에 파병된 미군 자녀를 둔 가족들이 결성한 단체의 어머님들도 시위에 참가하였는데요. “우리 군대를 고국으로 데려오라 Bring The Troops Home”이라고 쓰여진 배너를 들고 있었습니다.

시위에서 여러 단체를 대표한 발언자들은 한결같이 트럼프의 아시아 순방과 북에 대한 군사적 위협과 경제적 제재는 동아시아 지역 패권 유지와 연장을 위한 미국의 대외 침략지배 정책으로서 매우 위험한 절대악이라며 강력히 성토했습니다.

시카고에서는 3일 금요일 저녁 7시 장충동식당 연회장에서 실내집회를 가졌는데요. 성명서도 낭독하고 지역 한인 일간지에 No Trump Day 국제연대시위 광고를 냈다고 합니다.

워싱턴DC에서는 4일 토요일 오후 2시 백악관 앞에서 집회가 열렸습니다. 이날 시위에는 동포 원로 및 미국평화운동단체 소속 활동가들이 참여하여 집회에 힘을 실어 주었습니다. 또한 다른 집회에 참가하는 시위자들과 관광객들이 시위에 합류하여 연대와 지지 발언들을 해 주기도 했습니다.

로스앤젤레스에서는 4일 토요일 오후 4시 윌셔, 웨스턴 지하철역 앞에서 시위가 열렸습니다. 특히 로스앤젤레스를 방문하여 반트럼프 시위를 하고 있던 방탄청년단들이 시위 전날 한국귀국 일정이었는데 관계자의 부탁으로 일정을 변경하여 시위에 참여하게 되었다고 전해왔습니다.

7일 상트페테르부르크에서 열린 러시아혁명 100주년 기념 집회에서 민중민주당 반트럼프반미원정단과 각국 대표단이 코리아의 평화를 촉구하는 국제집회를 진행했습니다. 시위대는 트럼프 전쟁행각 결사반대와 북침전쟁연습 즉각 중단을 요구했습니다.

이날 시위는 페이스북 라이브로 전 세계에 생중계되었습니다.

<International “No Trump Day” Solidarity Rally>

November 3, 2017 – Solidarity with “No Trump Day” Rallies

in Korea, the Asian Pacific and the US, and Sign the Peace Treaty Now!

“I spoke with President Moon of South Korea last night. Asked him how Rocket Man is doing.”

Trump’s words have escalated military tensions on the Korean peninsula to a degree this world has not witnessed since the Korean War. When Trump announced his tour of Asian nations from November 3rd to 14th, people of Japan, South Korea, China, Vietnam, and the Philippines mobilized en masse to protest Trump and American militarism in the Asian Pacific region. South Koreans are calling their nationwide rallies “No Trump Day,” condemning the United States’ aggressive policies toward North Korea and the ongoing infringements of sovereignty in South Korea.

The “No Trump No War” campaign was announced by over 220 South Korean civic groups organized by the Korean Confederation for Trade Unions in a press conference on October 27th. Tens of thousands are anticipated to participate in the estimated 140 different rallies in South Korea and abroad, especially in Seoul’s Gwanghwamun Plaza, where months of mass demonstrations led to the impeachment of former President Park Geun-Hye earlier this year. Koreans are using “No Trump Day” to demand the end of Trump’s warmongering and military intimidation in recent months; withdrawal of the THAAD system in South Korea; the end of sanctions and hostile policies toward North Korea; and call for peace on the Korean peninsula and East Asia.

Work for World Peace

In addition to Koreans’ demands, we Korean Americans in the United States oppose the Trump administration’s ill-informed escalation of tensions with North Korea, call for a peace treaty between the United States and North Korea to finally end the Korean War after 64 long years, fully support peoples of these countries mobilizing to protest Trump’s visit and preparing mass demonstrations around “No Trump Day”, and stand in solidarity with all people – Koreans, Americans, and others throughout the world – unconditionally committed to preventing a disastrous rekindling of the Korean War.

Military conflict on the Korean peninsula will inevitably result in the deaths of those not only on the Korean peninsula, but in nearby countries who will be subject to an influx of US military personnel via the web of existing US military bases throughout the Asian Pacific region.

In the wake of this year’s “Mother Of All Bombs” – so-called for being the largest non-nuclear bomb ever used in combat in human history – dropped in Afghanistan in April; the air-dropping of parts for the THAAD anti-missile system due to Korean residents of Seongju protests blocking roads to installation in late April and early May; and the October 11th U.S. military helicopter crash in Okinawa less than 1,000 feet from a residence and about a mile away from Takae Elementary School; it is clear that U.S. military presence is a threat to the safety of the peoples of the “host” nations they claim to protect or “liberate.”

Reconcile Historical Violence

These tragedies may have happened during the Trump administration, but it is a continuation of a legacy of U.S. militarization that destabilizes the livelihoods of peoples all over the world, since the enslavements of and genocides committed against Native Peoples and Africans in the Americas in the first British North American colonies preceding the United States. We condemn the Trump administration for its perpetuation of slaughter, militarization, and infringements of sovereignty, especially hypocritical as a nation that so espouses the values of “freedom” and “democracy.”

These values are not even observed in the United States. American police, a force developed and refined as a continuation of slave patrols, are handed down equipment and technology including tanks and drones from the U.S. military to terrorize its own peoples. Police surveillance and crackdowns feed into a prison system wherein slavery is completely legal, per the 13th Amendment to the Constitution that did not completely abolish slavery after the Civil War, and by which people of color especially Black, Native, and Latinx Americans are meant to serve as America’s hyper-exploitable and undercompensated labor force, often disenfranchised of voting and other civilians’ rights well after imprisonment. If the United States stations troops in foreign countries to “protect our freedom,” why does their increasingly militarized police force terrorize, exploit, and slaughter communities within the United States? If we are made as “enemy” as foreign peoples, are foreign peoples not just as unjustly persecuted as we? For whom does this promised “freedom” exist, and who or what do foreign military bases actually protect?

Even the South Korean rallies against Trump and War will be heavily restricted, per an announcement by South Korean police that anti-Trump rallies will be banned in central Seoul and other places Trump will visit in Korea on November 7th and 8th. In lands supposedly not under U.S. jurisdiction, the United States stifles people’s freedom of speech and assembly as guaranteed under Article 21 of the Constitution of the Republic of Korea, just as it suppresses American dissent via targeted revoking of voting rights through policing and imprisonment.

End the Korean War

Trump’s incendiary remarks and the recent unprecedented provocations by the U.S. military, such as F-35 and B-1B bombers flown to the Military Demarcation Line on September 18th in a highly provocative move to North Korea, must end at once to prevent the crisis on the Korean peninsula from escalating into a war of dire consequences.

To this end, we demand that the Trump administration:

2. 대북 적대정책 철회하고 평화 협정을 체결하라 !

Abolish hostile policies such as sanctions toward North Korea and sign a Peace Treaty!

Withdraw THAAD, which threatens peace in East Asia and the world, from South Korea!

이러한 트럼프의 발언은 한국전쟁 이후 경험해보지 못한 수위의 한반도 군사적 긴장을 증대시키고 있다. 트럼프가 11월 3일부터 14일까지의 아시아 방문을 발표하자, 일본과 한국(South Korea), 중국, 베트남 그리고 필리핀의 민중들은 아시아-태평양 지역에서의 트럼프와 미국의 군사주의에 대항하기 위해 일제히 저항을 조직했다. 미국의 북한에 대한 강경정책과 지속적인 한반도의 주권 침해를 비판하면서, 한국에서는 전국적으로 “반트럼프날” 집회를 준비하고 있다.

한국의 민주노총을 중심으로 220여개가 넘는 시민사회단체 기자회견을 통해 10월 27일 “반트럼프날” 캠페인을 공포했다. 한국과 해외의 140여개가 넘는 곳에서 수만의 사람들이 집회와 행진에 참석할 것이며, 특히 박근혜 전대통령을 탄핵시켰던 서울 광화문 광장에서도 집회가 진행될 것이다. 한국인들은 “반트럼프날”을 통해 트럼프의 전쟁도발과 최근 몇 달 간의 군사적 위협 중단을 요구할 것이며, 사드 시스템의 철수와 대북 적대정책과 제재 중단, 동아시아 그리고 한반도에서의 평화를 촉구할 것이다.

세계 평화를 위해

한국인들의 요구와 함께, 미국에 있는 우리들은 트럼프 행정부의 잘못된 북한과의 군사 긴장 고조에 반대하며, 64년이 지난 한국전쟁 종전을 위한 북미 평화협정을 요구한다. 이와함께 트럼프의 방문에 항의하며 “반트럼프날”을 함께 준비하는 세계 곳곳의 민중들을 지지하며, 재앙적인 한국 전쟁의 재발을 막기위해 절대적으로 헌신하고 있는 한국인, 미국인 그리고 세계 시민들과 연대할 것이다.

한반도에서의 군사적 충돌은 한반도 민중들의 죽음 뿐 아니라, 아시아-태평양지역에 존재하는 미군기지로 인해 주변국 민중들의 죽음을 불러올것이다.

역사상 전투에서 활용된 가장 거대한 비핵폭탄으로 알려진 “Mother of All Bombs”의 4월 아프가니스탄 투하에 이어, 상주 주민들의 도로를 막는 저항을 짖누르고 설치된 사드 미사일 방어 시스템, 그리고 10월 11일 오키나와 다케 초등학교에서 1000 피트도 되지 않는 상공에서 벌어진 헬기 출동; 이 모든 사건들은 그들이 보호하고 “해방”시켜 주겠다고 하는 “주둔”국 민중들의 안전에, 미국의 존재가 가장 위협적인 존재임을 명백히 보여주고 있다.

역사속 폭력

이러한 비극들은 미국은 트럼프 행정부에서 벌어지고 있지만, 이의 근원은 전 세계의 민중들의 삶을 파탄내고 있는 미국 군사화 유산의 연장이다. 이는 미국 탄생 이전 부터 원주민과 아프리카인들에 대한 대량학살과 노예화 에거 부터 계속 되고 있는 것이다. 우리는 트럼프 행정부의 계속적인 학살과 군사화, 주권 침해 그리고 특히 “자유”와 “민주주의”의 가치를 옹호하는 국가라는 위선을 비판한다.

그 “자유”와 “민주주의” 가치들은 미국에서 발견할 수 없다. 노예 감독에서 발전되고 정교화된 미국 경찰은 미군으로부터 탱크와 드론을 포함한 장비와 기술들을 동원해 국민들을 위협하고 있다. 경찰의 감시와 단속은 노예제가 합법화된 곳으로서 교정시스템에 반영되어 있다. 남북전쟁 이후에도 수정헌법 13조가 완전히 폐지하지 못한 노예제 미국 그리고 그것에 의해 특히 흑인과 원주민 그리고 라티노(나)는 미국의 초-착취적이며 미보상 노동력을 이루며 투옥등으로 인해 선거권과 시민으로서의 정당한 권리를 누리지 못하고 있다. 만약 미국이 우리의 자유를 보호하기 위해 해외 미군을 주둔시키고 있다면, 왜 군사화된 경찰력은 미국내의 커뮤니티를 위협하고 착취하며 학살하고 있는가? 만약 우리가 해외 민중들과 같은 “적”으로 간주된다면, 해외민중들은 우리처럼 부당하게 박해당하고 있는 것 아닌가? 누구를 위해 이 약속된 “자유”는 존재하고, 해외 주둔 미국기지는 도대체 누구를 그리고 무엇을 보호하는가?

심지어 한국에서도 트럼프와 전쟁에 반대하는 행진이 가혹하게 금지되고 있다. 미국은 자신의 관할권이 없는 지역에서; 경찰력과 구금을 동원해 투표권을 제한함으로서 반대자들을 억압하는 것처럼, 한국 헌법 21조에 보장된 민중들의 언론/집회/시위의 자유를 억압하고 있다.

한국전쟁을 끝내라

한반도에서 참혹한 결과를 유발하는 점증되는 전쟁 위기를 막기 위해, 지난 9월 18일 발생한 F-35와 B-1B폭격기 출격과 같은 미국의 전례없는 자극과 트럼프의 선동적인 언어들은 즉각 중단되어야 한다.

이 모든 것을 끝내기 위해 우리는 트럼프 정부에 다음과 같이 요구한다.

1. 전쟁 추구, 무기강매, 트럼프를 반대한다 !

2. 대북 적대정책 철회하고 평화 협정을 체결하라 !

[한미일 시민사회 공동선언]

한반도와 동북아 평화를 위한 대담한 정책전환을 촉구한다.

미국 트럼프 대통령의 아시아 방문에 즈음하여, 미국, 대한민국, 일본의 사회 단체들은 북미 사이의 갈등에 대한 평화적, 외교적 해결을 촉구한다. 이러한 갈등에 직접적으로 영향을 받는 사람들로서, 우리는 한미일 정부에게 지속적인 평화를 보장하기 위한 과감한 조치를 촉구한다.

트럼프 대통령은 전임 정부의 ‘전략적 인내’ 정책이 실패했다고 인정하면서도 사상 최대의 유엔 제재와 독자 제재를 이어가는 가운데, 최근에는 한반도에 대한 ‘완전한 파괴’ 등 군사적 행동을 거론하고 나섰으며 북한은 핵, 미사일 시험의 수위를 계속 높여가고 있다. 이러한 상황을 활용하여 일본의 아베 정부는 군국주의 재무장에 박차를 가하며 자위대의 한반도 진출을 공언하는가 하면, 헌법 9조 개정의 마지막 고개를 넘어서고 있고, 한국의 문재인 정부는 촛불 항쟁의 강력한 열망에도 불구하고 미국의 강경정책, 대북적대정책을 추종하는 데 머무르고 있다.

이에 우리는 요구한다.

1. 트럼프 정부는 대담하게 평화정책으로 전환하라!

– 북한에 대한 제재와 군사적 위협을 끝내라

– 한반도 뿐 아니라 주변국과의 갈등을 격화시키는 사드 발사대와 레이더를 즉각 철수하고, 한반도와 그 일대에 대한 무기 증강을 중단하라!

– 대규모 군사훈련을 중단하고 즉각적인 대화에 나서라!

2. 문재인 정부는 남북공동선언의 정신에 기초해야 한다

– 적극적으로 남북간 대화와 협력에 나서라

– 평창올림픽의 성공을 바란다면 대규모 한미연합 전쟁연습을 중단하라

– 주변국과의 군사적 갈등을 격화시킬 뿐 아니라 복지에 쓰여야 할 막대한 비용을 낭비하는 MD협력 등 한미일 군사협력을 중단하라

3. 아베 정부는 군사력 증강, 경찰국가화하려는 모든 시도를 중단하라

– 논란거리인 공모죄법, 특정비밀보호법, 이른바 집단적 자위권 행사를 허용하는 안보법과 전쟁법 들을 폐지하라

– 북일정상선언의 합의에 따라 북일 관계를 정상화하라

– 헌법의 평화조항인 9조를 개정하려는 모든 시도를 중단하라!

Call for a Bold Shift in Policy for Peace in Korea and Northeast Asia]

As U.S. President Trump travels to Asia, we civil society groups from the United States, South Korea, and Japan call for a diplomatic solution to the dangerous conflict between the United States and the Democratic People’s Republic of Korea (North Korea). As those who would be directly impacted by the outbreak of such a conflict, we call on our leaders to take bold steps to ensure lasting peace.

Recent events have turned the Korean peninsula into a powder keg, and further escalation of tensions could rapidly degenerate into an unintended regional war. In its October 27, 2017 report, the CRS estimates that 300,000 people would die in the opening days of a military conflict on the Korean Peninsula, even without nuclear weapons, and ultimately claim 25 million lives.

Even as President Trump calls his predecessor’s policy of “strategic patience” on North Korea a failure, he continues the same policy, i.e. intensifying UN and unilateral sanctions and military threats. Meanwhile, North Korea continues to escalate the pace and scale of its nuclear and missile tests. The Abe government, seizing the crisis in Korea as an opportunity, quickens its pace to remilitarize Japan and revise Article 9 of its constitution, while South Korean President Moon Jae-in, despite an unambiguous mandate from the South Korean people, who ousted his hawkish predecessor for a radical change in North-South relations, stands by the United States in pursuing a hawkish and hostile policy toward North Korea.

We therefore demand:

1. The Trump administration boldly shift to a policy of peace by:

• Ending its policy of sanctions and military threats against North Korea;

• Ceasing the deployment of more weapons of mass destruction on the Korean peninsula and the region, and withdrawing the Terminal High Altitude Area Defense (THAAD) missile defense system from South Korea as it only exacerbates tensions in the region; and

• Halting large-scale military exercises that impede dialogue with North Korea

2. South Korea’s Moon Jae-in administration honor the spirit of past North-South joint declarations for peace and reconciliation by:

• Assertively pursuing inter-Korean dialogue and cooperation; and

• Halting future large-scale US-ROK combined military exercises to minimize the risk of confrontation ahead of the 2018 Winter Olympics in Pyongchang, South Korea; and

• Ending cooperation with the United States and Japan on costly weapon systems, such as missile defense, which only exacerbate tensions in the region and divert precious resources away from human needs.

3. Japan’s Abe government immediately cease all efforts to become a military power and police state by:

• Abolishing the controversial “Conspiracy Law” and “State Secrecy Law,” as well as the 2015 “Peace and Security Legislation” or war bills which permit the use of the so-called right to collective self-defense;

• Pursue normalisation of relations between Japan and the DPRK based upon the principles of the Pyongyang Declaration and the Stockholm Agreement

• Ceasing moves to change Article 9, the peace clause of its constitution.
